Reporting to the Vice Provost for Enrollment and Undergraduate Admissions, this senior academic and administrative officer leads the Office of the University Registrar (OUR). The OUR advances the mission of the university by maintaining the integrity, privacy, and utility of student education records and by collaborating with colleagues to design and implement policies, procedures, systems, and reports that enhance learning and teaching and foster success and completion for all students. UNC-Chapel Hill Leadership

Carol L. Folt, Chancellor
Chancellor Folt’s role focuses on advancing the university’s academic excellence, championing Carolina as a leading global public research university, and focusing on innovation through the development of new avenues for entrepreneurship that are translating world-class ideas into real-world applications. Under the chancellor’s leadership, Carolina also has continued to improve on the school’s winning track-record of undergraduate diversity, retention and graduation rates—particularly for low-income, first-generation and underrepresented students—while moving forward with additional emphasis on Carolina’s historic commitment to ensuring affordability together with accessibility and excellence.

As a widely respected scientist, Dr. Folt and her students’ pioneering work on the effects of dietary mercury and arsenic on human and ecosystem health led to numerous changes in national and global policy and consumption advisories around the world. Dr. Folt graduated from the University of California, Santa Barbara, earning both a bachelor’s degree in aquatic biology and a master’s degree in biology. She received her doctorate from the University of California, Davis and undertook a postdoctoral fellowship at Michigan State University before joining the faculty at Dartmouth.

James W. Dean, Jr., Executive Vice Chancellor and Provost
James W. Dean, Jr., is the Executive Vice Chancellor and Provost of the University of North Carolina at Chapel Hill and the former dean at UNC’s Kenan-Flagler Business School, where he is a professor of organizational behavior.

Dr. Dean served as Dean of Kenan-Flagler from 2008-2013; Senior Associate Dean from 2007-2008; Associate Dean of Executive Development from 2002-2007; and Associate Dean of the MBA Program from 1998-2002.  As Dean, he led the design and implementation of MBA@UNC, the top-ranked online MBA program in the country.

He has participated in research, teaching, and/or consulting projects with many companies, including ALCOA, Boeing, Corning, DuPont, ExxonMobil, GE, Honeywell, and the U.S. Navy. His research has been published in many of the top academic and business journals, including the Academy of Management JournalAcademy of Management ReviewHarvard Business ReviewOrganization Science, and Strategic Management Journal.  He serves on the board of directors of the Global Business School Network; the board of Global Alternative Investments, a registered investment advisor and non-bank subsidiary of Wells Fargo & Company; and the advisory board of the Carolina Clinic of UNC Health Care.

He earned his PhD and masters’ degrees in organizational behavior from Carnegie Mellon University. He earned his B.A. from The Catholic University.

Stephen M. Farmer, Vice Provost for Enrollment and Undergraduate Admissions
Stephen Farmer has directed the selection and recruitment of the undergraduate student body since September 2004 and has served as head of enrollment since October 2011. Mr. Farmer led the University’s efforts to create the Carolina Transfer Student Excellence Program (C-STEP) and the Carolina College Advising Corps, which today serve more than 14,000 students statewide, and has been principal investigator on more than $12 million in grants to support these programs. Since 2014 he has also led Thrive@Carolina, a university-wide effort to strengthen success for all students, whose goal is to help the university achieve the highest graduation rates among AAU public universities. A member of the Chancellor’s and Provost’s cabinets, Farmer has worked closely with both leaders in the development of the university’s new strategic framework. Before coming to Carolina as Senior Associate Director of Admissions in 2000, Mr. Farmer worked in admissions and taught composition at the University of Virginia. Born and raised in rural Virginia, Mr. Farmer holds an M.A. degree in English from the University of Virginia and an A.B. degree in English from Duke University.

Rachelle Feldman, Associate Provost and Director, Scholarships and Student Aid
Rachelle Feldman administers a comprehensive program of over $446 million in student aid funds to approximately 20,400 undergraduate, graduate, and professional students.  She advises campus administrators on matters related to tuition, student aid policy, student aid research, and national issues and trends related to the role of student aid in higher education finance. Ms. Feldman was previously Assistant Vice Chancellor and Director for Financial Aid and Scholarships at the University of California, Berkeley. Rachelle earned her B.S. degree from UC Berkeley and earned an M.S. in Economics from Golden Gate University.

The Opportunity

Reporting to the Vice Provost for Enrollment and Undergraduate Admissions, and working closely with skilled and motivated colleagues in OUR, with colleagues in the other enrollment offices, and among the faculty and staff of the university, the Assistant Vice Provost and University Registrar will:

Build and Lead the Organization
The AVP will work with the team to establish goals; determine appropriate organizational structure and process; strengthen team culture; deepen the commitment to diversity and inclusion; assess and improve team capability; care and advocate for staff members and encourage their individual professional development; serve as primary spokesperson for the OUR.

Develop a service strategy for OUR
The AVP will collaborate and partner with colleagues, including deans and faculty members, to design academic policies and implement administrative processes and systems that facilitate student success and advance the university’s mission and its academic, financial, and strategic plans; ground decisions in sound research and data analysis; assess and anticipate future needs in budget, staffing, and technology, and plan to meet or mitigate them; serve on relevant university committees including the Education Policy Committee and the Priority Registration Advisory Committee; play an integral role in the development of policies, calendars, and other resources to facilitate online and other extended learning.

Manage technology, data, and compliance
The AVP will create a vision to integrate the way systems work together more efficiently and effectively; oversee development and delivery of relevant systems including PeopleSoft, AdAstra classroom scheduling, ConnectCarolina student database, Tar Heel Tracker (degree audit software, with replacement systems currently under consideration); ensure compliance with federal, state, agency, organization, and university laws and regulations; protect privacy and confidentiality of student education records; consult with other enrollment leaders in the direction of the Student Applications Business Analyst group; and serve on relevant committees including the Enterprise Applications Coordinating Committee and the Enterprise Data Coordinating Committee.

Inform and advise
The AVP will act as the chief FERPA officer for UNC – CH, and advise senior leaders on matters related to academic policies, confidentiality of student information, procedures, infrastructure and systems; champion the role the that OUR and its practices can play in advancing access, opportunity, affordability, and academic excellence; partner with the academic community in supporting the infrastructure that effectively connects students and faculty and supports student advising; represent the university at professional conferences and other gatherings; serve as an authority on registrar-related issues at the state and national levels.

The AVP has a capable team of nearly 40 staff members, with three current direct reports—a Deputy Registrar, a Senior Technology Advisor, and an Executive Assistant. Other senior staff includes three Associate Registrars (for Records & Curriculum Management, Registration and Scheduling, and Compliance). The AVP will be responsible for managing priorities, performance and productivity, developing, directing, advocating for the team, and leading through example.

Qualifications and Experience

The successful candidate will be an individual who demonstrates the following:

  • Outstanding leadership, team-building, and decision-making skills, preferably in a similarly complex and decentralized organization;
  • Well-informed vision of the role that technology and data analysis can play, both strategically and operationally, to inform decisions regarding curricula, scheduling, instruction, and other issues that foster academic excellence and student success;
  • Experience and depth of knowledge with PeopleSoft strongly preferred;
  • Highly capable in building trusted partnerships and collaborations across a decentralized and complex institution, including with others who have responsibility for records, registration, and student success;
  • Deeply held and demonstrated commitment to academic integrity and to excellence, opportunity, affordability, and diversity;
  • Detailed understanding of the legal and regulatory environment and the risks and opportunities posed by the UNC-Chapel Hill environment, along with a record of model compliance;
  • Ability to interpret and communicate policies and procedures to students, faculty, parents, and others;
  • Strong working knowledge of the standards of student recordkeeping practices in higher education. Functional expertise in the technologies of storage, retrieval, retention, archiving, and purging of records; strong knowledge of FERPA policies;
  • Strong skills in project planning, problem solving, and in analyzing and helping to shape and implement policy;
  • Exemplary success in fostering the development of staff members, inspiring a sense of shared mission and cohesion in the OUR, and in leading and managing change in a similar environment;
  • The ability to work effectively and build strong alliances internally and externally with a broad range of individuals to bring the campus community together around shared goals;
  • History of working collaboratively with, influencing, and building consensus among, constituents with diverse and sometimes competing interests;
  • Exemplary skills in public speaking and in written and interpersonal communication across a wide range of audiences;
  • Intellectual curiosity, entrepreneurial thinking, and flexibility that supports creative solutions; ability to influence through relationships and earned credibility;

  • In-depth knowledge of student information systems and experience working with records management and student information system integration in a public college or university setting as well as knowledge of the operational and functional aspects of student systems and integration with other campus systems.
  • An advanced degree is required; and eight to ten years of progressive experience in Registration and Student Records, and/or Enrollment Management preferred.
